Sharon Bobbett

 Sharon Bobbett – President & Chief Executive Officer

Mrs. Bobbett is the Owner, President, and Chief Executive Officer of the company, providing executive leadership and strategic oversight for operations supporting federal, municipal, and private-sector clients. She brings more than 22 years of experience managing facilities support services and construction operations, with a proven portfolio that includes projects for the U.S. Navy, U.S. Army Corps of Engineers, U.S. Air Force, Camp Shelby, and General Dynamics, as well as municipal agencies and private-sector partners. Ms. Bobbett is responsible for contract oversight, regulatory compliance, safety and quality assurance, workforce management, and operational planning. Under her leadership, the company consistently delivers mission-critical services that meet stringent performance standards while emphasizing safety, accountability, and long-term client partnerships. 

Rex Heidelberg

Rexal B. Heidelberg – Senior Project Manager, Construction Services

Mr. Heidelberg is a seasoned construction professional with nearly three decades of experience in heavy civil construction and commercial building, leading complex federal and commercial projects nationwide. He oversees safety, estimating, facility maintenance, and day-to-day project execution across the United States, with a proven portfolio that includes major projects for the U.S. Navy, U.S. Army Corps of Engineers, the National Park Service, and the U.S. Air Force. His expertise encompasses heavy civil construction, erosion control, HVAC replacement, asbestos abatement, demolition, and infrastructure rehabilitation. Mr. Heidelberg holds state contractor licenses in Mississippi and Louisiana, a Class A CDL, and multiple technical certifications, reflecting a career defined by hands-on leadership and the successful delivery of mission-critical projects that meet strict federal safety, quality, and compliance standards. 

Gabriel Bobbett

Gabriel Bobbett- Senior Maintenance Manager

Mr. Bobbett brings over 35 years of proven experience in facilities and industrial maintenance, delivering comprehensive services with a strong focus on keeping heavy industrial equipment operating at peak performance. His background includes precision alignment, welding, and advanced hydraulic and pneumatic system repairs, along with the ability to read schematics and diagnose complex mechanical issues involving bearings, conveyors, and related systems.  He holds certification as an HVAC Technician and possesses extensive hands-on experience in electrical and plumbing systems. In addition to his technical expertise, he demonstrates strong leadership, effective team management, and strategic operational planning capabilities. His commitment to safety, reliability, and efficiency helps minimize downtime and ensures consistent, high-quality maintenance operations across industrial and facility environments.

Roger McKenzie

Roger McKenzie Bartlette – Director of Business Development

Mr. Bartlette is a nationally respected construction executive and small business advocate with more than 25 years of experience delivering critical infrastructure projects across federal, municipal, and private sectors. Formerly President of Affordable Concrete LLC, a certified 8(a) and DBE firm, he led large-scale civil and structural projects for clients including the U.S. Army Corps of Engineers, Denver International Airport, RTD Light Rail, and the General Services Administration. Roger currently chairs the Small Business Committee for AGC of America’s Federal & Heavy Division, serves on multiple Colorado Chamber of Commerce committees, and advises workforce equity initiatives focused on expanding career pathways for women and underserved youth. His combined expertise in construction delivery, infrastructure policy, and workforce development makes him a trusted leader in national infrastructure and inclusive contracting efforts.

Caleena M. Shirley

Caleena Shirley – Chief Financial Officer, Contracting Compliance

Ms. Shirley is a seasoned urban planner and economic development strategist with more than 21 years of experience driving community revitalization, advancing equitable lending practices, and fostering sustainable growth in underserved markets. As Chief Financial Officer for Contracting Compliance, she oversees financial management, regulatory compliance, and contract accountability, ensuring alignment with federal, municipal, and private-sector requirements. Ms. Shirley is recognized for building high-performing teams, establishing strategic partnerships, and managing multimillion-dollar development initiatives. Her expertise spans community lending, affordable housing finance, and development strategy, with a demonstrated ability to balance innovation with preservation while delivering measurable results through cross-sector collaboration and stakeholder engagement.

For this project, we provided heavy construction and erosion control services to mitigate future flooding. We achieved this by removing and hauling silt from a channel, stopping the problematic flow of water into certain areas.

Mississippi River Commission Building, 

Complete Facility Maintenance / Prime Contractor / 5 Years 

For this project, we were responsible for all of the building maintenance on site. This includes: HVAC, Plumbing, Electrical, Elevator, Grounds Maintenance, Carpentry and repairs. Some of our more specific tasks included performing HVAC unit cleaning coils, charging the units, upgrading/replacing the units, changing compressors and all other repairs.
